Description: The irrigation decertification program seeks to offset depletions caused by consumptive groundwater use. A depletion is a measurement of water in acre-feet that describes a decline in total available water volume or quantity. DWEE and NRDs assign, track, and account for depletions with historical data, modeling, and required annual reporting. Decertification programs allow an NRD to pay landowners to forgo irrigation on contracted irrigated acres, reducing agricultural water consumption. There are both permanent and temporary decertification programs that help reduce groundwater or surface water consumption in an NRD.
